Rulemaking and Legislative Advocacy
Rulemaking and Legislative Advocacy

Few legal services provide as much return on investment as advocacy in national and state rulemakings and legislation. We help you craft your policy positions and then advocate them before the agencies and U.S. Congress — both before and after rules and legislation have been proposed.

At Hogan Lovells, we frequently draft rulemaking comments and amendments to rules and bills, prepare supporting documentation, and present them to key agency officials and congressional staff. We also prepare clients to testify at congressional hearings, and help to build consensus among entities with similar interests as those of our clients.
