Future of Infrastructure: Hogan Lovells advises firstcolo on joint venture with OVAG for the construction of a data centre

Press releases | 20 March 2026

Led by Frankfurt partner Dr. Torsten Rosenboom, global law firm Hogan Lovells has advised data centre operator firstcolo on a partnership with Hessian regional utility OVAG for the construction of a state-of-the-art data centre.

A forward-looking digital infrastructure project is being developed in Rosbach vor der Höhe in the German state of Hesse. With a total investment of around EUR 250 million, the data centre will provide up to 24 megawatts of IT capacity across more than 11.500 square meters and offer direct connectivity and sustainable IT capacity to both German and international companies. By deploying advanced technologies and relying exclusively on renewable energy, the project is set to establish new benchmarks for energy efficiency as well as for the operation of demanding AI workloads and high-performance computing scenarios.

OVAG acquires a 20 percent stake in the project, underlining the strategic importance of the project and its strong regional roots.

Hogan Lovells advised firstcolo comprehensively on all legal aspects of the transaction, in particular on the structuring and implementation of the joint venture. The team has extensive experience advising on complex infrastructure and energy projects as well as on the structuring and financing of strategic partnerships in highly regulated sectors.
